State Plans are 5-year roadmaps developed by the DDPC to provide guidance on what activities will be undertaken and how resources will be allocated for a particular 5-year period. A State Plan consists of a series of objectives and activities the DDPC will work to complete within a 5-year span. Councils are required to review their current State Plan annually and revise, if necessary.

State Plans are developed by the Council and staff of the DDPC and must be submitted for approval to the federal Administration on Intellectual and Developmental Disabilities. The approval process is designed to ensure the submitted State Plan conforms to the legal requirements of the DD Act.
