It is essential that government business be performed in an open and public manner. Citizens should be afforded every opportunity to review the policies that define the proper execution of duties by public officials in which they have placed their trust. Below is list of policy documents which govern and define the activities and ethical practices of the Council Members who comprise the New York State Developmental Disabilities Planning Council.

DDPC Language Access Plan (2017-2019)

The NYS Developmental Disabilities Planning Council (DDPC) Language Access Plan sets forth the actions we will take to ensure that persons with limited English proficiency (LEP) have meaningful access to agency services, programs, and activities. DDPC Conflict of Interest Policy

NYS DDPC Council Members are expected to make objective, fair and impartial decisions. The Conflict of Interest Policy and Procedures Guide defines conflicts of interest and instructs members on the correct course of action to take, should such a conflict become apparent. This guide outlines how a member should recuse her/himself from deliberations and decisions in cases where the outcome bears on their interests. All Council Members must review, complete and sign the a Conflict of Interest Declaration each year. A copy of the declaration is included in this document

DDPC Record Retention Policy

The purpose of this Policy is to ensure that necessary records produced and/or under the care of the New York State Developmental Disabilities Planning Council (NYSDDPC) are adequately protected and maintained, and to ensure that records that are no longer needed by the NYSDDPC or are of no value are discarded securely and at the proper time. This Policy also serves the purpose of aiding employees of the NYSDDPC in understanding their obligations in retaining electronic documents, including e-mail, Web files, text files, sound and movie files, PDF documents, and all Microsoft Office or other formatted files.

DDPC By Laws

These by-laws comprise the rules established by the New York State Developmental Disabilities Planning Council, which regulate the Council’s structure and general rules of order. These by-laws conform to all New York State Codes, Rules, Regulations and Laws, as well as the Federal Developmental Disabilities Service and Bill of Rights Act.

DDPC Code of Conduct

NYSDDPC Council Members have a responsibility to the Council and the citizens of New York State to maintain the highest standards of ethical behavior while discharging their duties as a Council Member. The DDPC has adopted this Code of Conduct as a guide to follow while a member serves on the DDPC Council.
